M\u00fcasir reall\u0131qlarda bu bir q\u0259d\u0259r d\u0259 d\u0259rinl\u0259\u015f\u0259r\u0259k c\u0259miyy\u0259td\u0259 sosial-siyasi m\u00fcnasib\u0259tl\u0259rin, xalq-lider birliyinin, inki\u015faf\u0131n strateji x\u0259ttinin, milli \u00f6z\u00fcn\u00fcd\u0259rkin qar\u015f\u0131s\u0131na \u00e7\u0131xan yeni \u00e7a\u011f\u0131r\u0131\u015flar\u0131n h\u0259r\u0259k\u0259tverici q\u00fcvv\u0259si rolunda \u00e7\u0131x\u0131\u015f etm\u0259yi qar\u015f\u0131s\u0131na qoyur. Bu zaman siyasi bilikl\u0259r sistemini \u0259hat\u0259 ed\u0259c\u0259k siyasi fikir ax\u0131n\u0131 vahid milli h\u0259d\u0259fl\u0259rin m\u00fc\u0259yy\u0259nl\u0259\u015fdirilm\u0259sin\u0259 nail olursa, yaxud fayda ver\u0259 bilirs\u0259 onda onun elmi \u0259saslar\u0131 yaran\u0131r. Ayd\u0131nd\u0131r ki, bu vahid milli ideologiyan\u0131n n\u0259z\u0259ri bazas\u0131n\u0131n b\u0259rq\u0259rar olmas\u0131 m\u0259rh\u0259l\u0259sind\u0259n sonra ba\u015f ver\u0259n prosesdir. Burada lider amili v\u0259 onun siyasi elmin formala\u015fmas\u0131na t\u0259sir imkanlar\u0131 \u00e7ox h\u0259lledicidir. \u0130nki\u015faf\u0131n Az\u0259rbaycan modeli bu tezisin tam elmi \u0259saslar\u0131n\u0131 b\u0259rq\u0259rar edib. Bu model s\u00fcbut edib ki, d\u00f6vl\u0259tin b\u00fct\u00fcn sah\u0259l\u0259rin\u0259 siyasi bilikl\u0259r sisteminin n\u00fcfuz etm\u0259si \u0259slind\u0259 t\u0259kc\u0259 qar\u015f\u0131ya qoyulan h\u0259d\u0259fl\u0259r \u00fcc\u00fcn deyil, onlar\u0131 realla\u015fd\u0131rmaq v\u0259 u\u011furlu n\u0259tic\u0259l\u0259r \u0259ld\u0259 etm\u0259k \u00fc\u00e7\u00fcn vacibdir. Onlar aras\u0131nda formala\u015fd\u0131r\u0131lan \u0259laq\u0259 iqtisadi t\u0259r\u0259qqid\u0259n tutmu\u015f, siyasi sistemin dayan\u0131ql\u0131\u011f\u0131na v\u0259 ideologiyan\u0131n d\u0259rk olunmas\u0131nad\u0259k geni\u015f sistemi bir birin\u0259 ba\u011flay\u0131r. \u0130ndi anlamaq c\u0259tin deyil ki, bir s\u0131ra \u00f6lk\u0259l\u0259r m\u0259hz bu \u0259laq\u0259l\u0259ri xalq\u0131n m\u0259nafeyi v\u0259 d\u00f6vl\u0259tin maraqlar\u0131 namin\u0259 t\u0259tbiq etm\u0259dikl\u0259ri yaxud ed\u0259 bilm\u0259dikl\u0259ri \u00fc\u00e7\u00fcn t\u0259n\u0259zz\u00fcl\u0259 m\u0259ruz qal\u0131rlar. \u0130nki\u015faf\u0131 bu taml\u0131\u011f\u0131n v\u0259hd\u0259tind\u0259n k\u0259narda t\u0259s\u0259vv\u00fcr etm\u0259yin m\u00fcmk\u00fcn olmad\u0131\u011f\u0131n\u0131 da siyasi t\u0259cr\u00fcb\u0259 \u00f6z\u00fc s\u00fcbut edib. Bu bir reall\u0131qd\u0131r ki, ist\u0259r Q\u0259rb, ist\u0259rs\u0259 d\u0259 \u015e\u0259rq siyasi m\u00fchitind\u0259 \u00fczun ill\u0259r bir \u00e7ox siyasi prosesl\u0259rin t\u0259siri il\u0259 siyasi elm c\u0259miyy\u0259tin arzu ist\u0259kl\u0259rini ifad\u0259 etm\u0259yib. Siyasi elmin t\u0259kc\u0259 hakimiyy\u0259t\u0259, hakim qruplara xidm\u0259t etm\u0259si kimi tendensiyalar\u0131n m\u00f6vcudlu\u011fu \u00f6z\u00fcn\u00fc biruz\u0259 verdikc\u0259 onun elmi n\u0259tic\u0259l\u0259ri dayan\u0131ql\u0131\u011f\u0131n\u0131 itirmi\u015f h\u0259tta \u00e7evrili\u015fl\u0259rin ba\u015f verm\u0259si z\u0259rur\u0259ti yaranm\u0131\u015fd\u0131r. Bunu inki\u015faf\u0131 iflasa u\u011fradan n\u0259tic\u0259l\u0259rd\u0259 g\u00f6rm\u0259k m\u00fcmk\u00fcnd\u00fcr. Lakin \u0259sl h\u0259qiq\u0259t budur ki, m\u00fcasir siyasi elmi legitim idar\u0259\u00e7ilikd\u0259n k\u0259narda t\u0259s\u0259vv\u00fcr etm\u0259k \u0259sla d\u00fczg\u00fcn deyildir. \u0130ndi Az\u0259rbaycan siyasi sisteminin b\u0259rq\u0259rar etdiyi siyasi irad\u0259, siyasi legitimlik, hakimiyy\u0259tin sosial-ideoloji t\u0259f\u0259kk\u00fcr\u0259 etdiyi \u00e7a\u011f\u0131r\u0131\u015flar v\u0259 \u0259ld\u0259 olunan \u00fcmummilli n\u0259tic\u0259l\u0259r siyasi elmin qar\u015f\u0131s\u0131nda duran m\u00fch\u00fcm v\u0259zif\u0259l\u0259ri m\u00fc\u0259yy\u0259n edir. Siyasi elmin vaciblik elementi d\u0259 el\u0259 buradan ba\u015flay\u0131r. \u018fg\u0259r praktiki bax\u0131mdan h\u0259yata ke\u00e7iril\u0259n siyas\u0259tin n\u00f6vb\u0259ti m\u0259rh\u0259l\u0259 \u00fcc\u00fcn \u0259h\u0259miyy\u0259ti v\u0259 onun verdiyi fayda c\u0259miyy\u0259t\u0259 elmi \u0259saslarla t\u0259lqin v\u0259 t\u0259bli\u011f edilmirs\u0259 bu hal c\u0259miyy\u0259td\u0259 ideoloji v\u0259 siyasi t\u0259f\u0259kk\u00fcr\u00fcn \u0259laq\u0259l\u0259rind\u0259 dur\u011funluq yarad\u0131r. N\u00f6vb\u0259ti m\u0259rh\u0259l\u0259nin u\u011furlu olmas\u0131n\u0131 \u015f\u00fcbh\u0259 alt\u0131nda qoyur. Bu bax\u0131mdan h\u0259tta siyas\u0259tin sad\u0259c\u0259 m\u0259\u015f\u011fuliyy\u0259t deyil, elm oldu\u011fu kimi n\u0259z\u0259riyy\u0259nin praktiki mahiyy\u0259ti Az\u0259rbaycan reall\u0131qlar\u0131 il\u0259 tam \u00fcz\u0259 \u00e7\u0131x\u0131b. B\u00fct\u00fcn b\u00fcnlar\u0131 geni\u015f t\u0259hlil ed\u0259rk\u0259n siyas\u0259t elminin n\u0259 d\u0259r\u0259c\u0259d\u0259 vacibliyini v\u0259 \u0259h\u0259miyy\u0259tini d\u0259rk etm\u0259k \u00e7\u0259tin deyildir. Dem\u0259li siyasi elm idar\u0259etm\u0259nin legitimliyi \u00fc\u00e7\u00fcn yeni \u00e7a\u011f\u0131r\u0131\u015flar\u0131n v\u0259 h\u0259d\u0259fl\u0259rin b\u0259l\u0259dcisi kimi c\u0259miyy\u0259tin b\u00fct\u00fcn sah\u0259l\u0259rind\u0259 v\u0259 idar\u0259etm\u0259d\u0259 m\u00fch\u00fcm rola malikdir.<\/p>\n<p><strong>\u0130dar\u0259etm\u0259d\u0259 elm: qar\u015f\u0131l\u0131ql\u0131 t\u0259sir yeni h\u0259d\u0259fl\u0259rin t\u0259l\u0259bidir.<\/strong><\/p>\n<p>M\u00fcasir elmi \u2013texnoloji prosesl\u0259r zaman\u0131 \u0259ld\u0259 edil\u0259n n\u0259tic\u0259l\u0259r s\u00fcbut edir ki, elm v\u0259 idar\u0259etm\u0259nin qar\u015f\u0131l\u0131ql\u0131 t\u0259siri c\u0259miyy\u0259tin t\u0259l\u0259bat\u0131ndan yaranan strateji x\u0259tti m\u00fc\u0259yy\u0259nl\u0259\u015fdirir. XX \u0259srin sonunda bu t\u0259l\u0259b elmi innovasiyalar\u0131n v\u0259 yeni texnoloji prosesl\u0259rin t\u0259tbiqini n\u0259z\u0259riyy\u0259d\u0259n praktikaya \u00e7evirm\u0259k z\u0259rur\u0259tini dem\u0259k olar ki, b\u00fct\u00fcn b\u0259\u015f\u0259riyy\u0259td\u0259 aktual etdi. S\u00fcr\u0259tli inki\u015faf \u00e7evik idar\u0259etm\u0259ni, \u00e7evik idar\u0259tm\u0259 is\u0259 elmi texnoloji prosesl\u0259r\u0259 daha d\u0259qiq v\u0259 s\u0259rrast\u00a0 \u0259saslanman\u0131 z\u0259rur\u0259t\u0259 \u00e7evirdi. Bel\u0259 qa\u00e7\u0131lmaz reall\u0131q \u00f6z\u00fc h\u0259m d\u0259 insanlar\u0131n arzu ist\u0259kl\u0259rini, onlar\u0131n\u00a0 sosial iqtisadi t\u0259l\u0259bl\u0259rini qar\u015f\u0131layark\u0259n m\u0259lum oldu ki, d\u00f6vl\u0259t idar\u0259\u00e7iliyind\u0259 el\u0259 bir sistemin olmas\u0131 z\u0259ruridir ki, o r\u0259q\u0259msal v\u0259 elektron h\u00f6kum\u0259tin f\u0259aliyy\u0259tini sosial t\u0259l\u0259batla uzla\u015fd\u0131rs\u0131n v\u0259 anbaan meydana \u00e7\u0131xan t\u0259l\u0259bl\u0259rin qanunauygunlu\u011funun elmi \u0259saslar\u0131n\u0131 haz\u0131rlas\u0131n. \u0130nki\u015fafa s\u0259b\u0259b olan proqnozlar\u0131n h\u0259yata ke\u00e7irilm\u0259si \u00fc\u00e7\u00fcn add\u0131mlar at\u0131ls\u0131n. Siyasi fikir azadl\u0131\u011f\u0131ndan tutmu\u015f, azad median\u0131n formala\u015fmas\u0131, habel\u0259 m\u0259n\u0259vi d\u0259y\u0259rl\u0259r\u0259 transformasiya zaman\u0131 milli \u00f6z\u00fcn\u00fcd\u0259rkin elmi \u0259saslar\u0131n\u0131n yarad\u0131lmas\u0131nad\u0259k z\u0259ruri islahatlar m\u0259hz elmin v\u0259 idar\u0259etm\u0259nin qar\u015fl\u0131ql\u0131 t\u0259sir imkanlar\u0131n\u0131n birl\u0259\u015fdirilm\u0259si z\u0259rur\u0259tini ortaya qoydu. Simsiz mobil \u015f\u0259b\u0259k\u0259l\u0259rin v\u0259 daha s\u00fcr\u0259tli istehsal texnologiyalar\u0131n\u0131n \u0259l \u0259m\u0259yini azaltmas\u0131 kimi prosesin \u00a0insanlar\u0131n g\u00fcnd\u0259lik h\u0259yat t\u0259rzin\u0259 t\u0259siri il\u0259 yana\u015f\u0131 d\u00f6vl\u0259t idar\u0259\u00e7iliyind\u0259ki roluna n\u0259z\u0259r etm\u0259k elmin idar\u0259etm\u0259d\u0259ki \u00e7a\u011f\u0131r\u0131\u015fla\u0131na dair fikrimiz\u0259 ayd\u0131nl\u0131q g\u0259tirm\u0259k \u00fc\u00e7\u00fcn kifay\u0259t edir. Fikrimiz m\u00f6vcud olanlar\u0131n \u015f\u0259rhi deyil elmin nailiyy\u0259tl\u0259rinin idar\u0259etm\u0259d\u0259ki rolunu d\u0259rk etm\u0259y\u0259 h\u0259r zaman qay\u0131d\u0131\u015f\u0131n t\u0259lqin edilm\u0259sidir. Dig\u0259r t\u0259r\u0259fd\u0259n dem\u0259k z\u0259ruridir ki, b\u00fct\u00fcn bu prosesl\u0259r\u0259 \u00e7evik yana\u015fma Az\u0259rbaycan Respublikas\u0131n\u0131n 30 illik Milli \u0130nki\u015faf\u00a0 Konsepsiyas\u0131nda a\u00e7\u0131q ayd\u0131n \u00f6z\u00fcn\u00fc g\u00f6st\u0259rdi. \u00c7\u00fcnki bu amill\u0259rin qar\u015f\u0131l\u0131ql\u0131 t\u0259sirinin m\u00fc\u0259yy\u0259nl\u0259\u015fdirdiyi h\u0259d\u0259fl\u0259r yenilikl\u0259rin sosial t\u0259l\u0259bl\u0259rl\u0259 uzla\u015fd\u0131r\u0131lmas\u0131n\u0131 t\u0259min edib. Ulu \u00d6nd\u0259r Heyd\u0259r \u018fliyev \u00f6z siyasi xarizmas\u0131 il\u0259 iqtisadi s\u0131cray\u0131\u015fa, h\u00fcquqi d\u00f6vl\u0259t\u0259, onun m\u00fch\u00fcm komponenti olan v\u0259t\u0259nda\u015f c\u0259miyy\u0259tin\u0259 v\u0259 b\u00fct\u00fcn bunlar\u0131n fonunda sabitliyi t\u0259min ed\u0259n inki\u015faf strategiyas\u0131na nail olmas\u0131 elmin idar\u0259etm\u0259d\u0259ki rolunu \u00f6n\u0259 \u00e7\u0259km\u0259si il\u0259 s\u0131x ba\u011fl\u0131d\u0131r. Bu strateji x\u0259tt Prezident \u0130lham \u018fliyevin s\u00fcr\u0259tli inki\u015faf f\u0259ls\u0259f\u0259sind\u0259 yaln\u0131z u\u011furlar\u0131n \u0259ld\u0259 edilm\u0259sini \u015f\u0259rtl\u0259ndir\u0259n s\u0259b\u0259b olaraq elmi \u0259saslara malikdir. Ona g\u00f6r\u0259 d\u0259 AMEA-n\u0131n qar\u015f\u0131s\u0131nda duran v\u0259zif\u0259l\u0259rin m\u00fc\u0259yy\u0259nl\u0259\u015fdirilm\u0259si, onun Nizamnam\u0259sinin yarad\u0131lmas\u0131, t\u0259kmill\u0259\u015fdirilm\u0259si, idar\u0259etm\u0259d\u0259 b\u00fct\u00fcn sah\u0259l\u0259rin elmi potensialla, elm adamlar\u0131n\u0131n f\u0259aliyy\u0259ti il\u0259 uzla\u015fd\u0131r\u0131lmas\u0131 q\u0131sa zamanda \u00e7ox b\u00f6y\u00fck milli u\u011furlar\u0131n g\u00f6st\u0259ricisi kimi \u0259h\u0259miyy\u0259tlidir. U\u011furlu h\u0259rbi-siyasi m\u00fct\u0259\u015f\u0259kkillik, saglam siyasi m\u00fchit, idar\u0259etm\u0259d\u0259 \u015f\u0259ffafl\u0131q, iqtisadi inki\u015fafda elmin rolu sabitliyin t\u0259min olunmas\u0131 v\u0259 dayan\u0131ql\u0131 sosial proqnozlar\u0131n verdiyi n\u0259tic\u0259l\u0259r elmin rolunun g\u00f6st\u0259ricisi kimi t\u0259dqiqat m\u00f6vzusu olub \u00a0v\u0259 olacaqd\u0131r&#8230;. Bel\u0259 cox\u015fax\u0259li prosesd\u0259 f\u0259ls\u0259f\u0259nin m\u0259ntiqin v\u0259 etikan\u0131n k\u00f6m\u0259yi il\u0259 \u00a0birl\u0259\u015fdirici rola malik olmas\u0131 is\u0259 \u00f6z\u00fc bir reall\u0131qd\u0131r. \u00c7\u00fcnki idar\u0259etm\u0259, iqtisadi sistem, ideoloji v\u0259 m\u0259n\u0259vi d\u0259y\u0259rl\u0259rd\u0259 yenilikl\u0259r\u0259 transformasiya informasiya texnologiyalar\u0131 d\u00f6vr\u00fcnd\u0259\u00a0 analitik t\u0259f\u0259kk\u00fcr\u00fcn v\u0259 m\u0259ntiqi d\u00fc\u015f\u00fcnc\u0259l\u0259rin nec\u0259 cavab ver\u0259c\u0259yin\u0259\u00a0 \u00e7ox ehtiyac duyur.<\/p>\n<p><strong>\u00a0\u00a0\u00a0\u00a0 \u00a0\u0130deologiyada siyas\u0259tin v\u0259 f\u0259ls\u0259f\u0259nin\u00a0 dialoq \u00e7a\u011f\u0131r\u0131\u015flar\u0131<\/strong><\/p>\n<p>Biz milli ideologiyan\u0131n t\u0259\u015fkilatlanm\u0131\u015f v\u0259 b\u00fct\u00f6v milli maraqlar\u0131n ifad\u0259sinin u\u011furlu milli strategiyaya \u00e7evrildiyi bir m\u0259rh\u0259l\u0259ni ya\u015fay\u0131r\u0131q.\u00a0 Ke\u00e7diyimiz m\u0259rh\u0259l\u0259 g\u00f6st\u0259rir ki, siyasi bax\u0131mdan az\u0259rbaycan\u00e7\u0131l\u0131\u011f\u0131n mahiyy\u0259ti \u00f6z\u00fc elmidir. Milli d\u00fc\u015f\u00fcnc\u0259l\u0259rin ifad\u0259sidir. Elmi t\u0259hlill\u0259r v\u0259 fikir ax\u0131n\u0131 \u0259sasland\u0131rd\u0131 ki, az\u0259rbaycan\u00e7\u0131l\u0131q ideologiyas\u0131 \u00a0siyas\u0259ti v\u0259 f\u0259ls\u0259f\u0259ni idar\u0259etm\u0259d\u0259 dialoqa \u00e7a\u011f\u0131ran \u00fcmummilli t\u0259limdir. Bu Az\u0259rbaycan\u00e7\u0131l\u0131q ideologiyas\u0131n\u0131n n\u0259z\u0259ri bazadan praktiki t\u0259lim\u0259 \u00e7evrilm\u0259si zaman\u0131 elmi \u0259saslar\u0131n\u0131n m\u00fck\u0259mm\u0259lliyini ifad\u0259 edib. Dem\u0259li, az\u0259rbaycan\u00e7\u0131l\u0131q ideologiyas\u0131 elmi, siyasi v\u0259 f\u0259ls\u0259fi mahiyy\u0259t k\u0259sb edir. Ona g\u00f6r\u0259 ki, bu \u00a0ideologiyas\u0131n\u0131n birl\u0259\u015fdirdiyi d\u0259y\u0259rl\u0259rin d\u0259rin k\u00f6kl\u0259ri vard\u0131r. Onun \u0259srl\u0259rl\u0259 formala\u015fd\u0131rd\u0131\u011f\u0131 milli m\u0259n\u0259vi z\u0259nginlik, xalq\u0131n q\u0259hr\u0259manl\u0131\u011f\u0131, h\u0259m d\u0259y\u0259rl\u0259rin \u00f6z\u00fcn\u0259m\u0259xsuslu\u011fu h\u0259m d\u0259 bu g\u00fcn\u00fcm\u00fcz\u0259 g\u0259tirib \u00e7\u0131xaran unikal bilikl\u0259r x\u0259zin\u0259si \u00a0v\u0259hd\u0259t t\u0259\u015fkil edir.
