Bu ziddiyy\u0259tin k\u00f6k\u00fcnd\u0259 m\u0259kt\u0259bd\u0259ki qiym\u0259tl\u0259ndirm\u0259nin obyektivlikd\u0259n uzaq olmas\u0131, m\u0259kt\u0259bd\u0259nk\u0259nar haz\u0131rl\u0131q m\u0259rk\u0259zl\u0259rinin \u0259sas bilik m\u0259nb\u0259yin\u0259 \u00e7evrilm\u0259si v\u0259 m\u0259kt\u0259bl\u0259rin pedaqoji funksiya v\u0259 n\u0259zar\u0259t g\u00fcc\u00fcn\u00fcn azalmas\u0131 dayan\u0131r. \u201cT\u0259hsil haqq\u0131nda\u201d Qanunun 13.1-ci madd\u0259sind\u0259 g\u00f6st\u0259rilir ki, t\u0259hsilin m\u0259zmunu v\u0259 t\u0259\u015fkili elmi \u0259saslara v\u0259 \u015f\u0259xsiyy\u0259tin inki\u015faf\u0131 m\u0259qs\u0259din\u0259 uy\u011fun olaraq h\u0259yata ke\u00e7irilm\u0259lidir. Lakin real m\u0259nz\u0259r\u0259 g\u00f6st\u0259rir ki, bu prinsip sistematik \u015f\u0259kild\u0259 pozulur. T\u0259hsil m\u00fc\u0259ssis\u0259l\u0259rinin qiym\u0259tl\u0259ndirm\u0259 f\u0259aliyy\u0259ti n\u0259 elmi \u0259saslara, n\u0259 d\u0259 \u015f\u0259ffaf meyarlara \u0259saslan\u0131r.
